The ability to participate in the Debit License Program (US Region only) as a debit licensee without becoming a MasterCard member is authorized for the following:
Principal Debit Licensee:
- Bank Holding Company
- EFT Interchange Network
- National Credit Union Association
- Third party processor
Principal Debit Licensees participate in this program for the sole purpose of sponsoring financial institutions for debit MasterCard issuance only.
Affiliate Debit Licensee:
- A deposit-taking financial institution, as referenced in Chapter 1 of the MasterCard Rules, sponsored by a Principal Debit Licensee and licensed only to issue Debit MasterCard cards.
